What the City of Sarasota publishes

The city's permit requirement guidelines state that under Ordinance 08-4778 no permit is required for repairs not exceeding $1,000 that involve no structural work and violate no adopted technical code. Its plumbing exemptions cover stopping leaks and clearing stoppages only where no valves, pipes or fixtures are replaced or rearranged, and its ordinary minor repairs exclude any alteration, replacement or relocation of water supply, drain, waste or vent piping or electric wiring. The sheet directs doubtful cases to the City Building Division and states that a permit is not a licence to exceed the listed scope. The revision mark is 12/20; it names neither countertops nor cabinets, and it predates the 2026 state exemption.

The city's kitchen cabinet replacement submittal sheet is the closest published guidance to a countertop job. It requires existing and new layout drawings, all existing and new receptacles with dimensions, the dishwasher, and the electrical, mechanical and plumbing work where the layout changes, together with a notarized owner application and the linear footage and value of the work. Its example drawing marks GFCI countertop receptacles at 48-inch and 24-inch spacings along wall counters, one receptacle for an island or peninsular countertop, no receptacle for islands smaller than 24 by 24 inches, and none where a counter dimension is under 12 inches; an inaccessible refrigerator receptacle cannot be counted for the countertop but can be on the small-appliance circuit. The sheet is undated and does not say whether a countertop-only replacement needs a permit.

The state exemptions that apply everywhere

Section 553.79(1)(g) requires a local government that issues building permits to exempt a single-family owner or the owner's contractor from a building permit for work valued under $7,500 on the owner's property. It excludes property partially or entirely in a flood hazard area as defined by the Florida Building Code, and it excludes any electrical, plumbing, structural, mechanical or gas work. A project may not be divided to evade the limit. The owner or contractor must submit a written request with a copy of the contract or documentation showing the nature and value of the work, and the local government has no legal duty for exempted work. Countertops are not named in the statute, and much of this market sits in a flood hazard area, so that exclusion is not a footnote here.

Separately, s. 489.103(9) exempts work of a casual, minor or inconsequential nature under an aggregate contract price of $2,500, and does not apply where the work is part of a larger operation or where contracts are split to evade the threshold. The DBPR FAQ adds that work requiring a permit is typically not casual, minor or inconsequential.

Where this guide has nothing to say

The City of Venice permit guidelines and House Bill 803 pages, and the Sarasota County form listing work that may be performed without a contractor licence, all answered HTTP 403 to the tracked research's bounded retrieval. This draft therefore makes no statement about the City of Venice's or Sarasota County's permit thresholds, exemptions or submittal requirements, and nothing above should be read across to them. Each jurisdiction publishes its own thresholds and its own doubtful-case route.
