Pump and heater energy rules, federal and Florida
The federal dedicated-purpose pool pump standard, the Florida statute that ties pumps and heaters to the energy code, and what the manufacturers state about either.
What is not established
- Not a compliance determination about any pump, heater or installation.
- No efficiency value is stated, because none of the pages read publishes one, and the federal compliance date could not be confirmed on an official page.
- The Florida statute carries no numeric level; the energy code and the standards it references were not read for this draft.
- A page that states nothing about federal rules is recorded as silent; silence is not evidence that a product fails a standard.
- ENERGY STAR and federal compliance statements are the manufacturers' own and were not looked up in an issuing body's directory.
The federal pump standard
Dedicated-purpose pool pumps manufactured and distributed in commerce must meet the standards at 10 CFR 431.465(f). The pump definition sits at 10 CFR 431.462 and the test procedure in Appendix C to Subpart Y of Part 431. The Department of Energy's page lists a 2017 direct final rule confirmation, 2022 requests for information on standards, and a December 2022 test-procedure proposal. Two limits are worth recording: the page does not state a compliance date, and it publishes no weighted energy factor values. The widely repeated July 2021 compliance date could not be confirmed on an official page for this draft, because the electronic code of federal regulations redirected to a bot check, so this guide does not state it.
What Florida adds
Section 553.909(1) directs the Florida Energy Efficiency Code to set minimum requirements for commercial and residential swimming pool pumps and pool water heaters. Subsection (3) requires pool heaters manufactured and sold on or after December 31, 2011 for installation in Florida to comply with the energy code, and subsection (4) does the same for residential pool filtration pumps and pump motors. Subsection (5) covers portable electric spas, and subsection (7) provides that parts not preempted by federal standards still apply. The statute itself contains no numeric efficiency level and no pump-speed rule, and does not mention timers or covers; those sit in the energy code and the standards it references, which this draft did not read.
What this shows up as on a permit
The City of Sarasota's contractor pool and spa checklist requires a pool energy efficiency compliance form, and requires heater and cover specifications when a heater is installed. So the energy rules are not abstract: they arrive as a form in the permit package, and the heater and cover specifications are part of it.
What the manufacturers state, and do not
Pentair is the most explicit brand in this collection: its hub states that its pumps are ENERGY STAR rated and compliant with updated federal regulations, and a separate page identifies the variable-speed and variable-speed-flow pump families as ENERGY STAR certified. Hayward lists its TriStar, MaxFlo, Super Pump, PowerFlo and HCP pump series with **no federal or ENERGY STAR text on the page at all** — which is a fact about the page and not evidence that any pump fails a standard. Raypak references California Title 24 for pool heaters on its homepage, which is not a Florida statement. Fluidra's Jandy pump pages could not be read, because the brand's product sites returned a bot challenge, so no Jandy pump is described here.
None of the brand statements was looked up in an issuing body's directory for this draft, so every one of them is recorded as the manufacturer's own claim.
