Venice and Sarasota HVAC replacement planning
Keep the City of Venice, City of Sarasota and unincorporated Sarasota County starting points distinct, and know which statewide facts apply in all three.
What is not established
- Venice and Sarasota County permit and inspection practice for HVAC replacement is unknown from the sources read.
- Fees, timing and inspection steps are not stated for any of the three jurisdictions.
- The City of Sarasota documents could change; confirm current wording with the Building Division.
Confirm the jurisdiction first
The City of Venice, the City of Sarasota and unincorporated Sarasota County each run their own building process. Confirm which applies to the property address before relying on any list.
What each office published
- City of Sarasota: a Building Division application for AC change out permits (2023 Florida Building Code edition, form dated 07/24). It lists equipment choices including split system, air handler only and packaged unit, asks for tonnage, SEER, placement, construction valuation and contractor registration numbers, allows an owner signature, requires a Notice of Commencement for change outs valued at $15,000 or more, and requires an email address. It does not describe inspections.
- City of Sarasota exemption notice: effective July 1, 2026, the small-work exemption requires a full scope under $7,500, a single-family home outside a special flood hazard area, a written request through the online portal, and no electrical, plumbing, mechanical, gas or structural work.
- City of Venice: the Building Department permitting page returned HTTP 403 to automated reading on 2026-10-21, so no statement from it is made here. Confirm the permit, plan review and inspection steps with the department.
- Unincorporated Sarasota County: the Building page, and the county's online permitting page, also returned HTTP 403, so no statement from them is made here. Confirm the permit type and inspection steps with Planning and Development Services.
Statewide facts that apply in all three
Section 553.79(1)(g) requires local governments to exempt qualifying small single-family work, but it excludes any electrical, plumbing, structural, mechanical or gas work, so a heat pump or air-conditioner replacement typically does not qualify. Section 489.105(3) defines the air-conditioning and mechanical contractor classes, and DBPR runs the licensing portal where a license can be checked.
Original summary. Two of the three local pages could not be read; the City of Sarasota documents were read as PDF text. None of this is an address-level decision.
