Check old flooring for asbestos and lead before removal
Why removing old flooring can be regulated work, what EPA and Florida say about suspect materials, and where Sarasota County has its own program.
What is not established
- Whether any specific floor contains asbestos, or whether a removal is exempt, is not determined.
- The Sarasota County asbestos page was read from an archived capture and must be reconfirmed.
- Which flooring tasks disturb paint is a job-specific determination.
Asbestos
EPA names asbestos flooring and its backing among household materials that may contain asbestos. Material in good condition that will not be disturbed is best left alone. EPA advises not to sand or level asbestos flooring or use a power stripper, and says sampling and removal belong to accredited professionals.
Florida's Department of Environmental Protection administers the federal asbestos rule; notices are filed at least 10 working days before covered renovation or demolition, and Sarasota is one of eight counties with a local air program that receives them. Its FAQ says a thorough inspection is required before renovation or demolition and that single-family homes are only conditionally exempt.
An archived capture of Sarasota County's asbestos page, read during the research because the live page returned HTTP 403, names flooring and flooring adhesives as suspect materials, requires a survey by a licensed asbestos consultant before renovation or demolition, requires removal by a licensed asbestos contractor, and says a building permit does not count as asbestos notice. Confirm the current page with the county.
Lead paint in pre-1978 homes
EPA's Renovation, Repair and Painting program requires paid work that disturbs paint in pre-1978 homes to use an EPA-certified firm and lead-safe practices. Removing old floors, baseboards or painted thresholds can bring a hired installer under the rule.
