Know which floor finishes FEMA rates flood damage-resistant
What FEMA Technical Bulletin 2 (2025) says about floor finishes below the base flood elevation, and why it matters in coastal Venice and Sarasota.
What is not established
- No flood zone, base flood elevation or material rating is established for any property or product.
- The Sarasota County guidelines were read from an archived capture and must be reconfirmed.
- This guide is not a floodplain or substantial-improvement determination.
The FEMA test
Below the base flood elevation in a Special Flood Hazard Area, materials must withstand 72 hours of floodwater contact with only cosmetic repair. The January 2025 edition of Technical Bulletin 2 rates materials Acceptable or Unacceptable.
- Rated acceptable floor finishes include mortar-set ceramic and porcelain tile, terrazzo, and homogeneous vinyl with chemical-set adhesive on concrete.
- Rated unacceptable floor finishes include carpet, linoleum, cork or wood-backed vinyl, engineered wood, plastic laminate and solid wood.
- Rigid-core luxury vinyl plank is not rated by name; its rating depends on composition, backing and adhesive.
Find out where your floor sits
Whether a given floor is below the base flood elevation requires the flood map and an elevation certificate. Sarasota County's guidelines, read during the research from an archived capture, say a permit is required for otherwise exempt flooring work when the building is in a flood zone.
